The Newark-Elizabeth Rail Link (NERL) was a proposed 8.8 mile light rail extension of the Newark City Subway linking the downtowns of Newark and Elizabeth, including a stop at Newark Airport. In November 1998, the Federeal Transit Administration issued a Record of Decision (ROD) for the Minimum Operable Segment (MDS-1) of NERL, which would extend the Newark City Subway from Newark's Penn Station to the Broad Street Train Station.
